1. (UPC) the installation of all parts of the plumbing system that can be completed prior to the installation of fixtures. This includes drainage, water supply, gas piping, and vent piping and the necessary fixture supports (UPC). 2. The earliest stage of plumbing installation, sometimes divided into two stages. The first rough-in is the installation of water and sewer lines inside the building foundation. The second rough-in is the installation of all piping to be enclosed in the walls of the finished building. See also Finishing.
