Reinforcing steel is typically manufactured with deformations on the surface to increase the bond between the steel and the concrete. The strict definition includes smooth bar, dowel bars, and structural steel.
Some people incorrectly refer to all types of concrete and masonry reinforcing as "reinforcing steel", including welded wire mesh products.
